GENERAL DESCRIPTION:

As part of the U.S. Department of State’s Office to Monitor and Combat Trafficking in Persons’ (J/TIP’s) Child Protection Compact (CPC) awarded to Save the Children, The International Centre for Missing and Exploited Children (ICMEC) will undertake activities to support the police of Côte d'Ivoire in investigating and preparing for court those crimes that are related to child sex exploitation, labor exploitation, and trafficking in an effective, consistent manner, appropriately applying anti-trafficking and other laws, and ensuring that they work effectively with international police networks, such as INTERPOL.

ICMEC is looking for a Police Expert and Mentor who is a native French speaker, speaks and writes English fluently, and has deep experience in Côte d'Ivoire or in neighboring countries.

The Police Mentor will be responsible for working collaboratively with police in Côte d'Ivoire, and regional and international police organizations, as well as with ICMEC, Save the Children, and other NGOs. The Police Mentor will coordinate with ICMEC’s Prosecutorial/Judicial Mentor, also located in Abidjan, for the Côte d'Ivoire project. Both will promote ICMEC’s French language online, on-demand resources and may be involved in the development of new videos required by this grant. The Police Mentor will promote the materials to the police academies and relevant university faculties, among other target audiences. The Police Mentor will report to ICMEC’s Vice President for National Capacity Building and will carry out the duties described below:

    ESSENTIAL DUTIES & RESPONSIBILITIES:

    • Plan, organize, manage, and monitor the execution of ICMEC projects as assigned by the Vice President for National Capacity Building.
    • Assist with the necessary relationships and development of a Memoranda of Understanding and a Letter of Agreement with the police in Cote d’Ivoire to enable this project.
    • Facilitate training and workshops for police and other audiences.
    • Ensure that all police assigned to the project complete training in a timely fashion so that they can continue with their training.
    • Take the lead and collaborate with the police to develop a procedural manual.
    • Assist the Abidjan police in setting up a child-friendly interview room, ensuring that they know best practices related to interviewing child victims and witnesses, and that they use a trauma-informed approach.
    • Assist the police in establishing police units that focus on child trafficking outside of Abidjan.
    • Mentor police in Côte d'Ivoire on all areas related to this project.
    • Advise ICMEC on the appropriateness of activities within the local context and suggest preferred methods of presenting material and obtaining outcomes.
    • Report on the impact of assigned projects and assist with monitoring and evaluation.
    • Liaise closely with the Executive Director for Government Relations and Strategic Growth to engage with U.S. Embassy Abidjan.
    • Coordinate with the French & English-speaking administrative assistant assigned to this project in Washington, DC.
    • Perform other duties as assigned.

    EDUCATION AND EXPERIENCE:

    • Bachelor’s degree with a concentration in international relations, criminal justice, political science, or related field preferred
    • Advanced degree (e.g., Juris Doctorate, Master’s degree) in law, international relations, criminal justice, human rights, or related field preferred
    • Minimum 15 years of experience, including leadership positions in law enforcement in Côte d'Ivoire (preferred) or neighboring countries
    • Understanding of child protection technologies preferred
    • Project management experience preferred
    • Experience presenting to law enforcement
    • Familiarity with impact monitoring and evaluation preferred

    KNOWLEDGE, SKILLS & ABILITIES:

    • Native French with professional writing skills
    • Fluent English – speaking, reading, and writing
    • Strong research, writing, and editing skills/experience required
    • Project management, workflow, time management
    • Excellent oral and written communication and presentation skills required
    • Superior interpersonal, time management, organizational, planning, and problem-solving skills
    • Ability to prioritize, successfully complete multiple tasks with attention to detail, and meet deadlines
    • Adaptability, flexibility, and ability to work independently and as part of a team
    • Ability to handle and maintain the integrity and confidentiality of sensitive material and information
    • Word processing, spreadsheet, and Google Suite proficiency

    TRAVEL REQUIREMENT:

    Local and national travel required
